Permitting a casita in the Las Vegas Valley starts with one question: which government governs your parcel. The City of Las Vegas, Henderson, North Las Vegas and Clark County each issue their own permits, and an HOA review often comes first. As of October 2026, all four must follow Nevada's AB 396.
What is in the permit set?
- Site plan showing setbacks, walls, pool equipment and utility routes.
- Floor plans, elevations and sections.
- Structural design for foundations, framing and roof loads.
- Energy compliance. The City of Las Vegas applies the 2024 International Energy Conservation Code to submittals made on or after January 5, 2026.
- Mechanical, electrical and plumbing layouts and load calculations.
Which permits are typical?
Block Renovation's 2026 Las Vegas guide lists building, electrical, plumbing and mechanical permits, plus grading where there is significant site work, and suggests planning for about 4 to 10 weeks from submission to approved permits. Corrections add time. A certificate of occupancy closes the job out.
Where does the HOA fit?
Before the permit, in most master-planned communities. Architectural review checks height, colors, materials and placement. We submit the HOA package first so the permit drawings match what the association approves.
What if my jurisdiction missed the AB 396 deadline?
The law says that if a covered city or county had not adopted a consistent ordinance by July 1, 2026, ADUs are authorized on any residential-zoned parcel without restriction. Reporting in June 2026 indicated each valley jurisdiction had acted or was acting. We confirm the current code for your parcel.
